Motorcycles triggering traffic lights

It looks as though when they install those wire loops in the intersections at an angle, they'll sense two-wheeled vehicles.  But there is in IL legislation a bill to allow two-wheeled vehicles to go on red-light.  If this passes, I wonder how many cycles will "blow" red lights?  It will be a tough ticket for a cop to write......
